What does it mean to be a tax resident?

Once you are a resident in any country you have to pay taxes on your worldwide income. If you are a non-resident you will have to pay tax only on the income made in that particular country. When you are a resident and pay taxes on the worldwide income you are termed as a tax resident of that country.
